If you're using an internet connection with a limited data plan, you can set limits for a Wi-Fi or Ethernet network adapter to allow Windows 10 to monitor, restrict unnecessary usage, and provide notifications to help you avoid going over your plan. Here's how using the Data Usage settings:
  1. Open Settings.
  2. Click on Network & Internet.
  3. Click on Data Usage.
  4. Use the "Show settings for" drop-down menu, and select the wireless or wired network adapter to want to restrict.
  5. Under "Data limit," click the Set limit button.
  6. Select the limit type you want to use...
  7. Windows 10 uses a lot of data, I can understand that.
    Windows 10 constantly keeps checking for updates and it does update itself without asking for permission, it also keeps sending reports for better user experience.
    These updates and user experience data costs alot of data.
    You can use the following methods to reduce data as well as hardware power usage of windows 10 :
    1. Goto network settings from bottom right network icon in task bar, goto proxy settings and disable it. You have to do this one everytime you connect :( no permanent disable option for this one.
    2. Set metered connection to disable updates. To do that, goto network settings, select either WiFi, ethernet or mobile connection (whichever you are using), click on the connection name, and then tick set as metered connection checkbox.
    3. I don't recommend this one but you can open the services panel and disable windows update from there, permanently.
